Write $L$ in the following way: $$ L = \{ a^sbc^s : s \in \mathbb{N}^+ \} \cup \{ a^sb^2c^{2s} : s \in \mathbb{N}^+ \} \cup \{ a^sb^3c^{3s} : s \in \mathbb{N}^+ \}. $$
